It's not a state thing, it's often either a city provision or a home association thing. In other words, it's local. Indeed the home owner is charged a fee for the recycling pickup often on their water bill. In Texas, my home owners association charged $12 a month for the pickup, it started as red bins and then became blue bins when they changed providers. Recycling is not the ubiquitous public service you seem to think it is. If you went outside of LA's city limits, you may or may not see recycling programs in the smaller communities.

Here in LA we have a blue bin for recycling. But im wondering if all states have a bin like that?
