Hey Dook. I once walked into an electrical switch-room where the CO2 fire system had gone off (unbeknown to me) it was a really scary experience like breathing nothing at all, I was really lucky to get back out without falling unconscious, but ten minutes later I was fine with no after-effects
A .04% dye solution, for many dyes, will be brightly colored, even though the water that is most of the solution is clear. For some dyes, it will be bright enough that the water will become essentially opaque, afaik.
There are a number of poisons that could kill you if they were .04% of your body weight., or in many cases rather less.
If .04% of the population was violent serial killers, they'd be all over the news until they were caught, considering that means there'd be at least 400 of them in most major cities.
Something doesn't have to be a large percentage of something else to have a big effect.

Generally, measurements are expressed in units in which its number is between 1 and 1,000. And If your point is that carbon dioxide is a trace gas, trace gas concentration isn't expressed in percent. It is expressed in parts per million. The concentration of carbon dioxide in air is 398.35ppm
