Greenland, The Vikings named it Greenland because of its' lush vegetation, Now it is covered with snow and ice.

"Between 982 and 985 AD. In 986,( "Erik the Red" )led a group of Viking families from Iceland, and settled at Brattahlid, traditionally known as Qassiarsuk (route map). The climate at this time was very warm, much wamer than it is today, and crops were able to do well. It seems likely that the name "Greenland" was given to the country, not just as wishful thinkful, but because it was a climatic fact at that time"----- From link below

The Arctic is undergoing major changes. So I'd surmise one of the northern countries, like Canada or Russia.

Spain, Germany and Great Britain are on the ropes financially and their energy future is clouded due to green energy policies put in place because of irrational global warming fear mongering. They are probably the most affected.

South Asian Country.

Probably Spain which has tried to implement so may crazy schemes in response to global warming, that their economy has suffered.
