No there is no evidence that climate change is happening or that it will increase flooding.

However climate change policies, by reducing the availability of cheap energy to poor countries are killing millions of people, many have to resort to burning wood or animal dung for heating and cooking, and they cannot afford to boil drinking water.

MEDC is a politically correct term for "rich" as the Urban Dictionary puts it. No, cholera is one of those diseases that require both ignorance and lack of means to combat. Even in catastrophic events, the information about boiling potentially contaminated water before drinking it is already out there.

Not likely. More economic development means more CO2 means more global warming. So having global warming means these countries are better able to combat cholera.

...Potentially, but probably not a large one in first-world countries. You'll mostly see a significant increase in places where the resources to boil a large quantity of water represent a significant chunk of many people's total resources--that is, very poor countries.
