China is not announcing a cut in emissions, but a cut in emissions/GDP. They have actually already achieved the cuts they are targeting. So they could actually make money selling carbon credits from this baseline. Overall emissions would increase. The activists are so desperate for a deal they will sign on to anything, just to get their policies implemented in some countries. Actual impact on global warming, zero. So far Japan, Canada, and Australia have backed out of this foolishness, though Canada said they would join in if the US did.

It's like a spending cut in Washington. With the use of indexed spending, a Federal program can see an actual dollar increase in their budget, but claim a spending cut.

As I understand it, China's "cut" means they plan to merely double CO2 output between 2005 and 2020. If emissions grew at the same rate as their economy, their CO2 output would have tripled during this time.
