1 can catch photons from all directions, but most come from the ground. The photons from the Sun are mostly visible, UV and near IR photons which carbon dioxide does not absorb.
2 sends photons in all directions, including to the ground.
2 only happens when the carbon dioxide doesn't give up its vibrational energy by colliding with another molecule.
Both 1 and 2 cause carbon dioxide molecules to recoil from the momentum of the photon, adding to translational motion as well. This is why emitted photons are lower energy than absorbed photons.
He doesn't sound very smart to me, I am a global warming skeptic, but would never say statements like that.
