The oceans don't cool down over night. We've been at a Modern Solar Maximum since around the 1950's. And only recently has solar activity declined substantially. They will cool if solar activity continues to decline, but it will take decades, just like the rise in temperature took.

But the important thing is that sea levels are not rising at any unusual rate. Also keep in mind that you are using NOAA data and their track record has been alarmist and not realistic.
