Where governments control the media, we have increased percentage of AGW drones. In places where governments are limited skepticism is greater. Even with governments control, it is hard to convince your citizens of warming when you are freezing your keester off. When Chicken Little cries "the sky is falling" over and over, eventually those who are completely brain washed can see that the sky is still there.

The problem is that the climate change denial brainwashing is too strong.
There are a couple reasons that work together that make that happen.
1. The fossil fuel industry spends millions promoting the anti-AGW agenda.
2. Addressing global warming, and reducing fossil fuel use will be expensive.
3. There are too many people for whom money is more important than anything else.
4. There are (faux) news sources that promote the anti-AGW lie.
5. There are too many people that cannot entertain more than 1 thought / idea at a time.
I don't really think it has. Major money movement was achieved by a few people without much in return for the masses. That's why there are so many millionaires and billionaires connected to BIG GOVERNMENT. Science is a BIG GOVERNMENT and FINANCIAL ELITE "power tool". Whether there is a bigger belief in AGW is irrelevant. It moves financial markets in various sectors significantly through BIG GOVERNMENT action.
I think it failed for two reasons
1 The climate is not changing, life around us is pretty much the same as it always was.
2 The power of the internet to give the skeptics a voice, twenty years ago all skepticism would have been drowned out.
Because people are tired of dumping money into something that is obviously not gaining them anything. It doesn't take much intelligence to see that Al Gore's and the greenies best attempt to sway the world was a bunch of lies.
The fact is that millions of people starve every year while these fat cats who scream 'Global Warming' get rich. If that doesn't wake you up nothing will.
Then you have mind numb people like Lydia, "But seriously, do you really believe that the scientist of the world are involved in some kind of conspiracy?" Just look at what real scientists have to say.
