I am not entirely sure what you are asking. If you are asking if there is snow and times when the temps get well below freezing, then it depends on what part of the US.

The US is huge. It includes Hawaii (never freezes) and Alaska (most of Alaska is always frozen). The rest of the 48 states fall somewhere between with northern states getting snow for long periods of time to places like Texas that hardly ever get snow.

Not as a general rule, afaik. Sanitary products for that tend to be kept close enough to the body that they won't freeze unless the person is in severe danger of hypothermia and/or frostbite. Though I live somewhere that barely gets below freezing once or twice each winter, at most, so I'm not exactly an expert.

Yes, periods freeze. Commas do not and are generally cold-resistant. Semi-colons get sluggish but do not usually freeze.

yes ,but frozen periods are usually not much of a problem.

Its the frozen asterisk's , comma's & semicolon's that can be dangerous.
