You know the answer, Kano. It would not allow the government to control the energy supply. And the taxes needed to run such a program would be miniscule compared to a carbon tax. No, this mitigation scheme simply will not do.

Because the whole thrust of the Climate-SCAM is to raise taxes.

If somebody figured out how to absolutely control CO2 at no cost, Alarmists would still be against it. Why? Because it does not fulfill the TRUE OBJECTIVE of much higher taxes.

Nothing will do for the Alarmists except higher taxes and increased power in their hands. Any other 'solution' will be vehemently rejected.

Why does it have to be "instead of", rather than "as well as"?

One thing I could see doing is,. institute a carbon tax, then have a rebate you can get if you do various approved things--likely including biochar--that take CO2 back out of the biological carbon cycle, or at least remove it from circulation for several years. This would provide an *incentive* to do things like biochar.

And how much effect would biochar have on atmospheric carbon dioxide? I am skeptical that it would be very much.

The solution to global warming is to use zero emission energy sources, such as solar, wind and nuclear power.
