The air currents rushing upwards in a thunder cloud hold up a large amount of water.If these currents suddenly cease,the entire amount of water descends over a small area with catastrophic force all of a sudden and causes mass destruction.
They occur most often in desert and mountain regions and sometimes in the interior regions of continental land masses.They are called cloud bursts probably because it was believed earlier that clouds were solid masses full of water.

No idea about Aabh Fatna but Badal Fatna is a term used to describe a type of landslide and flood event.
Following periods of intense rainfall the ground becomes saturated and can’t drain the water away quick enough. The natural level of water in the ground (the water table) rises higher than normal creating underground reservoirs and rivers.
The force of the water breaks through to the surface pushing soil, rocks etc out of the way. As it breaks the surface there is an initial landslide, after that the water pours from the hillside as a newly formed river or stream. Once the water table falls this overflowing water will also stop.
The term “cloud burst” refers to a period of intense rainfall, usually short-lived; the cloud doesn’t actually burst.
