First, you should understand what is meant by radiation. There is radiation everywhere. If you go out and stand in the sun, you are being exposed to radiation. Now lets take standing in the sun. Clearly many people get skin cancer. The more you are out in the sun, the more likely you are to get skin cancer. Of course, the sun also provides nutrients for you and is necessary.

So your chance of getting cancer (unless you are out in the sun all of the time) is actually still fairly small. BUT as with all forms of radiation, the more you are exposed to radiation, the more likely you are to get cancer. This does not mean you will get it. Cancer is actually caused within your cells by DNA getting messed up. Upon replication, this is more likely to happen with more exposure to radiation.

When dealing with a situation like this, there is some radiation, so it is causing an increased risk. The increased risk, however is extremely small with the low levels in your area. So lets say you have 1 million people exposed to this increased radiation, as opposed to 1 million not exposed. The radiation level we are talking about will see maybe 10 to 20 more people eventually getting cancer in the first group, especially since you don't live within the "Fukishima Prefecture".

For an example of what this truly means in real terms, if someone were to quit smoking and be exposed even within the "Fukishima Prefecture" (the area studied by WHO as receiving the most radiation) their chance of getting cancer would still go down.

Now of course it is important to clean this up as quickly as possible, because, once again, the more one is exposed, the more likely. So any clean-up efforts is a reduction of risk.
