If it's dry where you are, you want to get a swamp cooler.
They work pretty well -- but need to be mounted outside a window, blowing in.
And have some water applied to the cooling panels.
You probably also want to put mosquito screens around the outside, if they're not already there.
When I was a kid during hot summers we didn't have any air-conditioning at all or fan or anything... so I used to open the fridge and try to close it with me inside it LOL. Worked for a while... You can also spend the day in the swimming pool -another childhood hobby of mine.
Ask the Dorkster. He lives in his mother's basement. Only his term for air conditioning really means fumigation.

I think your mum is being harsh. Why can't you have a fan and why are you in the basement?
Fortunately for you hot air rises and your room should be the coolest.
Soak your feet in cold water and the heat from your body will rise out.

Go outside in the shade. Maybe turn off your computer, which adds heat to the room.

Evaporative cooling, get yourself an evaporative vest but order a size larger than you normally do, they purposely make these tight to maximize heat transfer but they are a little too tight.
Splash water on your clothes.
Study hard in school so you can get your own place, with A/C.

My room is in the bacement, but mom is doing this stupid "Polish air conditioning"thing that takes the cold air from downstairs and moves it upstairs. But now there is no more cold air down here and its like 95 degrees. And going up won't help cause its like 94 and mom won't let me have a fan down here
