The climate change phenomenon, which the world has been witnessing lately, is exhibiting unforeseen and asymmetrical patterns. On the one hand, (Shouldn't it be "the" or are there many plains in Punjab (maybe it just sounds better to me to have a determiner (the) there)) plains in Punjab are seriously impacted under a severe patch of flooding, while the muzzle (agree with sage, not sure what a muzzle is supposed to convey, muzzle on a dog or muzzle of a gun) of the Thar Desert is bringing about a drought-like situation (how about just drought), given this year’s impoverished monsoon period.

As is evident from a season of longer spells of heavy rains, withering floods and droughts in parallel, India is experiencing the worst effects of climate change. These wet and dry conditions present serious threats to agriculture, industry, water resources – in fact, the country’s overall (maybe change overall to entire) economic framework.

It is good with just minor suggestions.

Very verbose, it can be concisely written as :

In India., While some areas in the plains of Punjab are subjected to heavy rains and consequent flooding, a drought like situation prevails in the Thar desert, due to scanty rainfall, particularly during the current year..The simultaneous occurrence of flood and drought in different parts has made the country seriously vulnerable to climate change, affecting agriculture, industry, water resources and its overall economy

If what we are seeing is unforeseen, then what confidence should I have that the predictions will in any ways reflect future reality? As far as asymetrical, I was unaware that the climate ever acted in symettrical patterns.

Further, I am curious as to what you mean by unforeseen. Unforeseen by whom. I am no rocket scientists, nor do I claim to have the ability to predict the future. BUT, you can paint me unsurprised that a desert has a drought and some plains somewhere in the world has floods.

But let me act as psychic for a second. I predict that somewhere in the world it will rain tomorrow. I predict that somewhere in the world within the next decade some people are going to experience a flood. I also predict that tomorrow the sun will rise and set, just like it did yesterday. Now don't start worshipping me yet. Mother Gaia deserves all the credit for my amazing psychic ability.

It is also not evident that India is experiencing the worst effects of climate change, as those items are not the worst, nor are they conclusive evidence, which is usually what is meant by 'evident'. You can perhaps instead use 'suggested by'. Floods and rainfall are common weather patters and you would have to at least show an increase. Generally these things are not evident in the record, as shown by IPCC SREX.

Yes the sentences are awkward. But worst than than that, there is no logic to the statements. You say climate: "is exhibiting unforeseen and asymmetrical patterns" --- when has that NOT been true? When has climate been symmetrical or foreseeable? --- never.

I can understand if you are doing this for a class that you give the teacher what they are looking for, but just know that that is NO MAN-MADE GLOBAL WARMING. It simply does not exist. That's the fact according to empirical temperature records and to say anything different is to be a denier of the facts.

Grammatically, English is very flexible and is, many times up to the taste of the speaker or writer. Good English conveys thoughts and ideas. The best English makes it easier to convey. In this case 'muzzle' is awkward at best. As to the content it is garbage. To call weather climate is just pure stupid. So if the author was trying to convey his ignorance, he or she did a good job.
