The way to change any decimal into a fraction is to realize that you can always write it as the decimal divided by 1, then multiply the numerator and denominator by a large enough power of ten so that there is no longer anything right of the decimal point. In this case:

0.6 = 0.6/1 = 0.6/1 *(10/10) = 6/10

which simplifies to 3/5. If instead the problem had been to change 0.63 to a fraction, you would have needed to multiply by 100/100 to get 63/100. Just remember that you're always multiplying by the number one, so you are not changing the answer.

Assuming this really is a Global Warming question where ordinary maths and logic do not necessarily apply:

The Cook et al 2013 survey found that 97% of science abstracts agreed that man was mainly responsible for global warming. This was based on 0.3% of the abstracts surveyed saying that man was more than 50% to blame.

Therefore 0.6, which is 2 * 0.3, must be the same as 2 * 97 = 194.

Step 1: 0.6 = 6?10

Step 2: Simplify 6?10 = 3?5

6/10 0r 3/5.
