Humans have reduced flooding but also on occasion cause it.

Beavers cause flooding on rivers. Sometime rains and snow/ice melting do cause flooding. People cause very few of the flooding, when their engineering heads were full of mash.

So in general your statement will be false with few exceptions.

Don't know, where I grew up the flooding was always caused by afternoon and evening thunderstorms and lots of rain that occured.

They can be caused by both, the Mumbai flood which killed many people was caused by human alterations to the river and surroundings.
