Sure - the consensus of scientists have discovered that everything that is bad and scary is the result of so-called "global warming" and the only solution is higher taxes.

How to convince the people?
Well, you make a list on nice things and claim these will all be harmed by CC. Then you make a list of nasty things and claim these will be made worse in some sense by CC.
Examples ...
Nice: Polar bears, pets, sheep, goats, whales, Venice, ozone hole ...
Nasty: ISIS, Ebola, earthquakes, spiders, jellyfish, wasps ...
