No liquid water, its too cold. There is ice, particularly at the poles. You can also produce water from local minerals.
If the new fusion drive I read about actually works, then they could also harvest it from the asteroid belt and possibly also the Keiper and Ort belts. Add enough mass to Mars this way (not likley due to the unbelievably large amount of mass you would need) you could also get closer to earth normal gravity.
If they are serious about terraforming it then they would, long term sci-fi stuff, dramatically increase the size of the 2 moons and modify the orbits as needed. This could help to create or re-create volcanic activity which would be a nice source of energy for mars based colonies.
Lots of really neat stuff you can do. The level of effort is collasal to say the least, but really cool to think about.
I think the core froze (solidified) because the planet and the core was smaller and it cooled over time. There is certainly evidence that there was water based on the erosional features seen on Mars. There is still some water in the ice caps. I assume you mean how can we survive on Mars. We would survive by taking oxygen and combining it with hydrogen if necessary but it appears we can just use the existing water already on Mars.
there used to be water on Mars but there isn't now. The core of Mars stopped moving for some reason and everything froze. I don't think the government is planning on colonizing Mars anytime soon
