After getting in at the last election he proceeded to brake many of the promises that got him into office,his personal rating (which was never very good) is now the lowest of any past prime minister.
He's doing what the people who elected him wanted. If the electorate wanted radical CO2 cuts through a carbon tax, they would have kept the old regime in power.
That's the problem with democracy, you get whomever the majority votes in. A benevolent dictatorship would be much better. You just can't trust the people to make the "right" decision.
