How will the green climate fund assist countries affected from climate change?

Good question.

Giving someone a pile of money will not solve anything unless you do something constructive with it. As much thought needs to go into that as raising the money in the first place.

There are many problems, however. A lot of the countries with perceived problems are run by governments who think that skimming any money that passes through their hands is normal. We are no better in the western world. Our politicians get involved with business and use their power to make laws to assist their businesses or their helpers.

My view is that I will be paying taxes to make the life of a third world despot even more luxurious. When it is noticed that the ordinary people are not benefitting they will ask for more money.

The people who are offering to administer this fund are not entirely altruistic either. You don't need to keep a billion dollars in the bank very long before you can retire on the interest.

Well, they try to explain it on their website: After describing the purpose of the fund, they get down to describing the details of how they plan to meet that purpose:

"The Fund will play a key role in channelling new, additional, adequate and predictable financial resources to developing countries and will catalyse climate finance, both public and private, and at the international and national levels. The Fund will pursue a country-driven approach and promote and strengthen engagement at the country level through effective involvement of relevant institutions and stakeholders. The Fund will be scalable and flexible and will be a continuously learning institution guided by processes for monitoring and evaluation. What is: "a country-driven approach"?

What is: "a continuously learning institution"?

What is: "gender-sensitive approach"?

How much do you estimate of every dollar will actually be spent on projects that actually help somebody in a developing country? Would fifty cents be optimistic?

Edit: Oh, I forgot to answer your question. I have no idea.

However, I can guarantee you though that the UN organization administering this fund will be well-staffed, have nice accommodations, decent travel budgets and go to important meetings and write lots of stuff that doesn't really say anything.
