No Obama does not want America to be like China. He shut down the Keystone Pipeline. So where is that oil going? Hint: CHINA. He is shutting down coal fired power plants. So where is all our Coal going to? Hint: CHINA! China is getting rich and under Obama, America is going to be in the poor house.

Democracies have too much freedoms to be effective in fighting so-called "global warming". Dictators have so much more latitude for reducing freedoms and increasing regulations and restrictions.
