Is the failing Lima climate change conference a sign of insanity?

Einstein once said that the hallmark of insanity is trying the same thing again and again hoping for another result.

I suspect you are assuming that the Lima conference was about fixing the climate?

Rest assured, the movers and shakers are gradually making progress but the climate is just an excuse. Redistributing the world's wealth is a main priority. The major players need to be at the talks to ensure that they they can be part of this redistribution path so as to be in a position to cream off some of the money for their "expenses" and salaries

Here is but one example of what a concerned observer found in one small section of a document outlining the aspirations of the climate leadership in Cancun:

Did anyone spot anything to do with climate in there?

In the course of human history, negotiation and diplomacy have always been a more sane alternative to war. Whether one considers climate change itself a major issue or not, it is a huge political issue with severe geopolitical and economic implications that could ultimately lead to armed confrontation for any number of reasons...perhaps the most obvious being regional conflicts for resources that larger and more developed nations get dragged into by either military or humanitarian intervention. Therefore, even if these conferences are not as fruitful as some would like, they are preferable to the potential alternatives. It seems self evident therefore, that the scenario Einstein commented on is not relevant to climate change conferences or politics. A more relevant quote might be "Peace in our time," which reminds us how fraught with risk the minefield of international affairs is.

No. It is a sign of Greed. No matter how unsuccessful these conferences have been over the years, none of the attendees are going to give up a free vacation.....jetting to a luxury location, where they can eat and drink the best.....at the expense of Taxpayers, of course.

Not at all, they need to put on a show for the public. They also need to pay poor countries to sign on to their agreements. The poor countries make a show of they are going to walk, knowing they will be paid by the stupid negotiators to stay. The negotiators will water down the agreement just to be able to claim they agreed to something. Only now the activists have kind of figured out what is going on.

It's like a committee that agrees that the toilets should be cleaned but no one actually wants to pick up a brush and tackle the mess.

Well it is not surprising, all these countries have their own agendas and interests.
