Pehaps someone who has bought some property 70 metres above sea level, hoping to profit from it becoming beachfront property. I would advise against such a stategy, especially if a lot of people are living in lower ground, especially if they have guns. They could take your property by force.
Have you seen the first Superman movie? Lex Luthor was going to set off an earthquake and send most of California into the sea. He had bought up all the desert on the other side of the fault line cheap so he would soon have high priced sea side real estate to sell.
Maybe somebody would want sea level rise for similar reasons... they own land at a slightly higher elevation that will become worth more.
