Mainly weather patterns. Most of the floods happen during the Summer monsoons. But, because of differing weather patterns from year to year, some years India gets very little rain, even during the Summer monsoon. Then India has a drought.
Because of the Himalayas, which cause monsoons, also it is in the latitude of deserts, so without the monsoon it would probably be desert, well at least the northern part.
