Provide them with 3 bins; one for rubbish to be buried, one for recycle and one for composting.

Give them the reduction on their local taxes if they use them correctly.

This saves the council money on how much stuff they have to bury and the compost and recycle collections pay for themselves.

There is already a system in place for recycling incentives. A surtax on any recycleable material of an item at purchase then a refund when the item is recycled. It works when the system isn't being exploited by the entities that are running it like california. A 10 cent surtax on each soda can at pruchase and a 10 cent refund for recycling it. If the purchaser fails to recycle it someone else will if it is accessable. Charge a small civil fine for tossing away something surtaxed as a recycleable material. But avoid criminal prosecution of such.

Just come up with some made up far out lies. Even in the real world people eat up lies. What you are thinking of doing is manipulating people, not governing people. Of course, we should be used to it, that is what our present government is doing.

not bad ^ but the real environmental destruction is from power generation what we need it so use green energy and that is all in the governments hands its dependent on government infrastructure and governing laws.

Hello! I'm doing a project for government where I get to make new laws for my made-up country. I need to make a law that has something to do with the concern for the environment. I chose mandatory recycling, but I need to think of a creative way that will get people to actually want to recycle and not be forced to recycle. Any ideas? :D
